For all the (simple) web pages I have written I have used Windows Notepad and written the code directly then saved as HTML.

However I dont see problems in using a program to sort out the coding for you, when you use a program like Microsoft Word to write a document you dont need to know what its doing in the background to apply the formatting etc.

From what I understand, even with Dreamweaver, you still need to know some code to do some tricky stuff.
