Have designed an extendable yatch trailer (22 wheeler) and the Engineer wants the goose neck and sliding section as a single solid STEP file . Its an assembly at the moment, what do I save it as to weld it all together.

You can derive it:
Create new part - Exit shetch
Derive components - Include all parts / assy you wish
Export Cad Format - Stl.

(check your stl options during export)

Do the derived component as suggested - but save as STEP (*.stp) not stl type file.
