I see this question asked all the time so here is a little mini tutorial on the subject.

Problem:

You want to create a hole or other feature on a curved surface.

Solution:

First find a place parallel to the surface on which you want to create the feature. (see 1.jpg below)

Next start the workplane tool and select the parallel plane then the curved surface. A workplane will be crated parallel to the selected plane and tangent to the curved surface. (see 2.jpg below)

You can now use this plane to create your feature (in this case a hole).

There is an animated tutorial on how to put holes on cylindrical surfaces at controlable angles:
http://www.inventorparts.com/Animations ... linder.avi
on the page:
http://www.inventorparts.com/Animations/Default.htm
and hole on a cylinder pointing at a point on another surface.
http://www.inventorparts.com/Animations ... linder.avi
The techniques can be used for a lot of other tasks, mostly it is the use of sketchs to drive planes that is important.

Use workplanes on the cylinder and oring to constrain.
