Very interesting. Wonder how this is going to affect the CAD vendors and their sales of software in Europe. This is against the traditional "licensing the use" model most of them have.

read a little bit about this during the week, and honestly don't know what to make of it and whether it will ever be enforced and if it were (that we could resell software) then surely it would just create the cost of new software to increase as they lose out on sales.

afaik they've not yet stating reselling must be legally available, all they've said is it's wrong for anyone to block reselling (with the legal requirements of having an easy way to do it being considered at another date). (from here
